Fry the minced meat in vegetable oil with finely chopped onions.
Add tomato paste, salt, pepper, basil, garlic and green onions to it. Put out everything for 3-5 minutes.
Boil the spaghetti in salted water and mix the boiled ones with 1-2 tablespoons of vegetable oil.
